In thinking how to organize a State and endow the components their own regional authority, is to divide each state into 3 state provinces, where each province would establish a Brigade Combat Team for their Militia and promote the Youth Program. Thus a State defers authority, barring certain established guaranteed equality protections, down to the Province. The Province, in turn defers authority down to the battalion communities, perhaps made of Regiments. Through the previously mentioned staff, operate each community.

Here are two papers/extracts on the challenges facing Seattle’s new CHAZ – Capital Hill Autonomous Zone.
First, there is Federalist #1 regarding the established community.

This is rooted in ideas on Community from John Locke.
An important quality of the modern services is the establishment of an NCO Corps. This preserves institutional knowledge and promotes a professionalism of the enlisted sector. When enlisted can be promoted into the NCO Corps, starting with E-5: Sergeant, all that knowledge gained is preserved, as current NCOs train new Sergeants. The NCO Corps also reflects the day-to-day leadership and management of human resources.
The top sergeant of a Squad tends to be an E-6: Staff Sergeant. The top sergeant of a FireTeam is an E-5: Sergeant. The top NCO of a Platoon is an E-7: Sergeant First Class. Then the top NCO of a Company, is a true top, E-8: First Sergeant. And so for Battalion and above, we have an E-9: Sergeant Major.
Important to establish such an NCO Corps is the training Sergeants are put through, starting with PLDC: Platoon Leadership Development Course [1][2][3][4]. There are a sequence of such courses to train E-5 up to E-9. There is also the option of becoming a Mustang, an NCO who attends OCS: Officer Candidate School and gains a commission as an officer.
Here we present the formation of a Seven Clans Star Council as the core of the Militia Council. The Seven Clans are from the history of the Cherokee Nation. The seven clans are to each select a representative to join the Star Council.
For a STARLight Platoon of 4 Squads, there are 36 Militia. The Militia choose which clan to belong to. As each clan selects its Council member, a Star Council is formed, with 7 Members, one per clan. There are approximately 5 clan members per clan within a STARLight Platoon.
With a look to the native heritage of North Carolina, the Cherokee Nation had seven clans. Select leaders from each of Seven Clans: Wild Potato, Deer, Blue, Bird, Wolf, Paint. [1], to form a Star Council of 7 Clans.
The voting within the Star Council, results in a majority of 4 and a super-majority of 5. This Star Council is the heart of the Platoon Council, only needing a Platoon Leader and Top to complete the Council to have 9 members: a Seven Clans Star Council + Leader + Top.
Personally, I am a lifelong member of the Blue Clan.
Unit sizes including STARLight(4), STAROfDavid(6) and DoubleSTAR(12) Platoons, have a leadership unit. For STARLight Platoons (4 Squads), it is a Leader Squad, hosting the executive command 1) Board. As a STARLight elects a 2) Council, a fifth Squad is added. Finally, as a 3) Court is defined, the Platoon gains a sixth Squad, now constituted by 2 Trinities of Squads for 6 Squads. This creates an independent operable unit, with all three powers of governance present.
So we went from 3 Militia/FireTeam and 3 FireTeams/Squad, for the TinityOfTrinities Squad: 9 Militia/Squad. This is the 1st level with which 9 Militia are present to fully form a Board and thus is the first unit to determine actions. In order to establish separation of powers, the STAROfDavid Platoon is the 1st level in which the 3 Leadership Powers are present, across a 1) Board, 2) Council & 3) Court. As well the STAROfDavid Platoon has 3 Operational Squads, in addition.
The Leadership in a STAROfDavid Platoon is 3 leader Squads, 1 per power. So we went from 3 Militia, to 3 FireTeams (TrinityOfTrinities), to 6 Squad subunits.
Leadership of Company
At this point we have the ability to enact the Tetrahedron organization Principle. However, the apex node, the leader node, may have a unit size smaller than the operational units. Still, the organization is 3 operational subunit and 1 leader unit.
Companies are made of Platoons. As a STAROfDavid Platoon is the 1st unit with all three powers separated, a STAROfDavid Platoon is the Leader Platoon of a Company. The 3 Operational units may be STARLights or STAROfDavid, or even a DoubleSTAR.
Andso, Companies are formed in Tetrahedron fashion, with a Leader Platoon and 3 Operational Platoons. So we went from 3 Militia, to 3 FireTeams (TrinityOfTrinities), to 6 Squad subunits, to 4 Platoons.
Leadership of Battalions, Brigades, Regiments and higher
At this point, the subunits start as Companies, in a Battalion. A Battalion has 4 Companies, a Leader Company and 3 operational Companies/Battalion. The Leader Company is known as the HHC Company.
Brigades, Regiments and higher are built of 3 Operational subunits and a Leader Company. For example, a Brigade will have 3 Battalions and its HHC Company. A Regiment, also with 3 Ops Battalions. Both led by HHC Leader Companies. A Division will have 3 Brigades or 3 Regiments, and its HHC Leader Company.
All start to have a Headquarters and Headquarters Company, in which to organize everything: S1 through S12; and be operational, with full staffing. Some Headquarters Companies may have smaller staffing and may not have all staff offices.
